The Decree of the Council of Ministers of the Republic of Belarus No. 510 dated June 29, 2018 provides for:
“Payers of housing and communal services (hereinafter referred to as HUS) in residential premises located in multi-apartment residential buildings put into operation before January 1, 2018 and equipped with individual heat energy consumption metering devices or heat distributors on heating appliances, who have begun to make payments for the consumed heat energy according to the readings of these devices after July 1, 2018, within 3 years from the date of the start of such calculations, a 5 percent discount from heat energy tariffs is provided.
"Payers of housing and communal services who have installed individual metering devices for heat energy consumption or heat distributors on all heating devices of a residential building located in an apartment building, at their own expense, are calculated for the thermal energy consumed in these residential premises within 3 years from the date of commencement of such calculations based on the readings of these devices from 10-a percentage discount from tariffs established in accordance with the legislation. This discount is saved in case of a change of the payer of housing and communal services."
In the Minsk region, 7,957 apartments are equipped with individual thermal energy metering devices (hereinafter referred to as thermal energy metering devices), of which 6,838 apartments are accounting and calculating the calculation of fees for thermal energy metering devices.
How profitable is individual heat accounting for the consumer?
The standard monthly consumption of thermal energy in a standard two-room apartment (48 m2) is 1.3056 Gcal. During the heating period 2018-2019, the heat supply fee at the subsidized tariff of 16.9259 rubles per 1 Gcal was 154.69 rubles.
For example, residents of the house No. 47 on the street Soviet in the city of Krupki, after the installation of a thermal energy IPU, the savings amounted to 10.4%. Taking into account the estimated savings as a result of the installation of a thermal energy IPU, the payment amount will be 138.60 rubles. Also, consumers who have installed a thermal energy source in residential premises located in an apartment building, at their own expense, are calculated for the thermal energy consumed in these residential premises within 3 years from the date of commencement of such calculations based on the readings of these devices with a 10 percent discount from tariffs established in accordance with legislation. Taking into account this discount, the fee would be 124.74 rubles. The final average savings for the first year when installing an IPU of thermal energy from the heat supply fee would be 29.95 rubles. In the heating period 2019-2020, the subsidized tariff for heat supply is 18.4831 rubles. for 1 Gcal., the estimated savings for the heating period will be 32.70 rubles. In the heating period of 2020-2021, taking into account the expected increase in the tariff for heat supply, the savings will approximately amount to 47.00 rubles. The total amount of savings for 3 years is 109.65 rubles.
Subject to the calculation for the provision of heat supply services at economically reasonable rates, the estimated amount of savings over three years will be 480 rubles.
