In accordance with paragraph 3 of subparagraph 36-2 of paragraph 36 of the Regulations on the procedure for settlements and payment for housing and communal services and payments for the use of residential premises of the state housing stock, amendments and additions to the resolutions of the Council of Ministers of the Republic of Belarus and invalidation of resolutions of the Council of Ministers of the Republic of Belarus and their structural elements, approved by the Decree of the Council of Ministers of the Republic of Belarus dated 12.06.2014 No. 571, from October 1, 2016, the norm came into force,

providing that in the absence of citizens living (registered at the place of residence), the amount of water consumed in residential premises that are not equipped with individual water metering devices is determined based on the norms (standards) of consumption established by local executive and administrative bodies, and the conditional number of citizens determined by dividing the total area of the dwelling by 20 square meters. meters rounded down to the nearest whole number.

These accruals relate to the accrual of fees for water supply (wastewater) services, while fees are charged at tariffs that provide full reimbursement of economically justified costs.

Exceptions are residential premises provided to the heads and employees of representative offices and bodies of international organizations, interstate entities, residential premises accepted as part of the inheritance, but not more than seven months from the date of opening the inheritance, residential premises used for business activities related to the provision of places for short stay.

How much now it will be necessary to pay the owners of housing, where there are no meters and no one is registered, can be calculated using the example of an apartment with an area of 48 square meters.

To find out the conditional number of residents, on the basis of which calculations will be made, it is necessary to divide the area of \u200b\u200bthe apartment of 48 square meters by 20 and round down to the nearest integer. It turns out 2 conditional tenants. Next, we substitute this value into the formula: 2 conditional people * 7.5 m³ * 1.52 rubles per m³ = 22 rubles 80 kopecks per month. But in apartments where meters are installed and there are registered citizens, they will charge a fee based on the readings of the meters. When consuming up to 140 liters per day (4.2 m³ per month) per one registered at the place of residence or place of stay, a subsidized tariff of 0.4653 rubles per 1 cubic meter is used, including water supply - 0.279 rubles per 1 cubic meter ., water disposal (sewerage) - 0.1863. Above this consumption - at an economically justified tariff.

Let's make an approximate calculation in this case. The number of registered people is 3, 4.2 cubic meters per person were consumed per month (12.6 m³ in total), the formula looks like this: 3 people * 4.2 m³ * 0.4653 rubles per m³ = 5 rubles 86 kopecks per month.

That is, when installing a meter, registering residents and consuming water supply, sanitation (sewage) services up to 140 liters per day, it will be possible to pay 3.9 times less.

Thus, after the changes come into force, those who want to pay only for the amount of water actually consumed will have to install individual metering devices and conclude a contract for water supply and sanitation (sewage).
